Biography: Joanne earned her LL.M. from NYU in 2022. She then served for two years as a senior research fellow at HKU, where she worked on data and technology regulation. Her work has appeared in the NYU Journal of Legislation and Public Policy, the Tsinghua China Law Review, and the Future of Privacy Forum.

Research: Joanne’s doctoral project explores the pervasive reliance on models in governing crises. Her research engages insurance law, environmental law, and administrative law. More broadly, she is interested in regulation and governance, and in data and technology, drawing on law and political economy as well as science and technology studies.
