Bail Reform in New York State

In conjunction with the New York City Criminal Justice Agency, Center student fellow Sam Bieler and Executive Director Courtney Oliva co-authored a report on the history of bail reform in New York State, with particular focus on the last major revision to the State’s criminal procedure code, which occurred in the 1960s, and how the prior debate informs the current one over bail reform and preventative detention, including Governor Cuomo’s proposal to overhaul the current statutory provisions on bail.  The paper will be presented to the Mayor’s Office of Criminal Justice in March 2018 for informal discussion.
