Three months after 67 countries signed onto a multilateral convention implementing tax treaty-related measures to prevent tax-base erosion and profit shifting, Robert B. Stack, former deputy assistant secretary for international tax affairs in the US Treasury Department, discussed the agreement in last September’s annual David R. Tillinghast Lecture on International Taxation. Stack offered proposals for building on the multilateral instrument.
