In February 2025 President Trump issued an executive order to establish a US sovereign wealth fund. As illustrated by the $8.9 billion US investment into Intel Corporation, Trump’s US SWF is also focused on the AI-related tech ecosystem.

Norges Bank Investment Management (NBIM), one of the world's largest sovereign wealth funds, with over $2 trillion in assets sits at both ends of the AI story. It is one of the world's largest investors in the companies building and deploying AI, and it is also applying agentic AI within its own investment and operational processes.

In 2023, NBIM became the first major global investor to publish formal expectations for responsible AI, reflecting its view as a long-term investor that AI development affects both financial returns and broader societal considerations, including privacy, data security, and information access. NBIM encourages company boards to build governance that balances innovation with oversight of both dimensions.

How is the SWF model represented by NBIM different?
