New Jersey AG Filed Petition for Review of FERC’s PJM Minimum Offer Price Rule Order

New Jersey Attorney General Gurbir Grewal filed a petition for review on behalf of the New Jersey Board of Public Utilities challenging the Federal Energy Regulatory Commission’s (FERC) December 2019 order that expanded the minimum offer price rule (MOPR) in PJM Interconnection’s forward capacity market. The MOPR establishes an offer floor for certain electricity generators participating in the capacity market, penalizing state-supported clean energy resources and hampering states’ efforts to transition to clean energy. The Maryland Public Service Commission joined in filing the petition.
