THE AGREEMENTS, LEGISLATIVE HISTORY and IMPLEMENTATION
The North American Free Trade Agreement ("NAFTA") was signed on December 17, 1992. The U.S. signed the environmental and labor side agreements on September 14,1993. The NAFTA entered into force on January 1, 1994, and suspended the U.S.-Canada Free Trade Agreement ("CFTA," 27 I.L.M. 281 (1988), in force 1989). The U.S. and Canada implemented the NAFTA through domestic legislation. It became law in Mexico as an international treaty.

The NAFTA created a Free Trade Commission to supervise the implementation of the NAFTA, oversee its further application, decide disputes about its interpretation, and supervise all committees, working groups and other delegated bodies. The FTC is comprised of cabinet-level representatives of the three parties, or their designees.

The FTC oversees the NAFTA Secretariat which is comprised of the Canadian, U.S. and Mexican Sections. It is responsible for the administration of the dispute settlement provisions of the Agreement under Chapters 14, 19 and 20, and has certain responsibilities related to Chapter 11. It also provides assistance to the Commission and support for various non-dispute related committees and working groups.
